For the past 10 years Bay Area Tutoring Association has been providing school day, after school, weekend and evening tutoring programs - both online and on premise. Our on premise programs occur during the school day in-class and after school in conjunction with youth development programs (YMCA, Boys & Girls Club etc,.). Core subjects are English, digital literacy, numeracy, reading comprehension and math. 1:7 tutor to student ratio. Depending on grade level, tutor to student ratio, our session lengths vary from 30 minutes to 90 minutes.

Characteristics of the Typical Low-Achieving Learner: Literacy-based programming for participants offers hope for reversing the trend of poor student achievement. It hails from cognitive science and reading development research which connects learning and reading as a route to higher-than-expected achievement among participants with poor comprehension skills and competence. Typically, the low-achieving student can be described broadly as a typical novice learner; for him or her, traditional approaches to learning do not work.

Developing and staffing the kind of tutoring that research has shown is most effective—often referred to as high quality, or high-impact tutoring—is complex, time-consuming, and expensive. Tutors meet with students at least three times a week, in small groups or one-on-one. Work should be targeted to a specific subject and aligned to high-quality curriculum, and should develop strong tutor-tutee relationships. “High-impact tutoring is not homework help. They’re not sporadically dropping in,” said Carly Robinson, a senior researcher at Stanford University’s Graduate School of Education who works with the National Student Support Accelerator, a group promoting research-based tutoring programs.

Of all academic interventions, so-called “high-dosage” tutoring has shown the most evidence of helping students gain academic ground quickly. This grant will strengthen the high-impact tutoring ecosystem by supporting NSSA in disseminating research on what makes tutoring programs effective to state and local education agencies, ensuring that evidence-based tutoring reaches the students who need it most.

In this brief, we present results from a randomized controlled trial of an early elementary reading tutoring program that has been designed to be affordable at scale. During the 2021-22 school year, over eight hundred kindergarten students in a large Southeastern school district were randomly assigned to receive supplementary tutoring with the Chapter One program. The program embeds part-time tutors into the classroom to provide short bursts of instruction to individual students each week over the course of the school year. The consistent presence of the tutors allows them to build strong relationships with students and meet students’ individual needs at the moment they might most benefit from personalized instruction.
