When Muriel Bowser, the mayor of the District of Columbia, announced in early March that her administration had carved out $4.8 million for “high impact tutoring” in its 2024-25 budget, she was met with thunderous applause. Bowser had made the announcement to a room packed with administrators, tutoring service providers and policy analysts. But the excitement was tempered somewhat by questions about how far these funds would go: Is this appropriation enough? What about tutoring in the next year? As the federal stimulus package—ESSER—winds down, states are racing against the clock to find other sustainable funding sources to keep tutoring alive in their schools. So far, states have taken a patchwork approach. Some states are creating policies that would embed tutoring as a service; other states have relied on one-time grants.

High-impact tutoring has emerged as a primary school district investment for addressing learning loss that occurred during the COVID-19 pandemic. While existing research shows that high-impact tutoring is effective for accelerating student learning, this study examined the school-level facilitators and barriers to scaling high-impact tutoring. Situated in an urban traditional school district and an urban charter management organization, we collected survey and interview data from teachers and administrators to identify scaling challenges. Major barriers to scaling included time and space constraints, tutor supply and quality, updated data systems, and school level costs, while a key facilitator was teacher buy-in. We end the paper with recommendations for how districts can strategically grow their high-impact tutoring efforts.

Today, the Office of the State Superintendent of Education (OSSE) shared early findings from a study that shows high-impact tutoring (HIT) has positive attendance benefits for DC students. The preliminary findings from research conducted by the National Student Support Accelerator at Stanford University provide evidence that DC students participating in HIT were more likely to attend school on days they had a tutoring session scheduled. While the comprehensive results of this study will be published later, these initial findings highlight the potential of HIT to support stronger school attendance. “HIT is a research-based intervention that has long been available for higher-income families. Our investment is helping level the playing field of access, and we are seeing it pay off. HIT is helping to reinforce the importance and power of consistent, positive relationships with students and the adults who support them at school,” said State Superintendent of Education Dr. Christina Grant. “These early findings show us what we would expect from this evidence-based intervention – one-on-one and small group, personalized high-impact tutoring sessions that are grounded in strong relationships have benefits that extend beyond improved math and literacy scores.”

High-quality tutoring programs not only get students up to speed in reading and math, they can also reduce absenteeism, a new study shows. Focused on schools in Washington, D.C., the preliminary results show middle school students attended an additional three days and those in the elementary grades improved their attendance by two days when they received tutoring during regular school hours.   But high-impact tutoring —defined as at least 90 minutes a week with the same tutor, spread over multiple sessions — had the greatest impact on students who missed 30% or more of the prior school year. Their attendance improved by at least five days, according to the study from the National Student Support Accelerator, a Stanford University-based center that conducts tutoring research.

Students were less likely to be absent on days when they had a scheduled tutoring session, according to study by National Student Support Accelerator at Stanford University. PALO ALTO, C.A., March 1, 2024 – Schools nationwide are grappling with significant challenges related to student absenteeism. In response, D.C. schools along with many other states and school districts have implemented strategies ranging from texting interventions to home visits. D.C. schools have also prioritized mitigating pandemic-related learning losses through the widespread adoption of high-impact tutoring programs. High-impact tutoring seeks to develop strong relationships between students and their tutors in order to increase student motivation and engagement in their academic coursework, but could also benefit attendance.

Contracting relationships between public school districts and vendors are a common feature of education provision in the United States. Contracted services in schools can range from broad, essential functions such as school meals, bussing, and janitorial services to more specialized services such as the analysis of student data, curriculum mapping, and professional development for staff members. The strength of these contracting relationships depends on vendors providing consistent services and on payment between vendors and districts. Providers are paid with public funds, and communities may expect clear oversight of contracts and transparency about their effects on valued outcomes. Transparency also can help districts make decisions about whether or not to continue contracts with providers.

Students who participated in Chapter One—a nonprofit tutoring program that serves elementary children in the United States, Canada, and the United Kingdom—in their first two grades had higher oral-reading fluency and better performance on district reading tests than untutored students, finds a study released this month by the National Student Support Accelerator, which studies ways to scale up effective models for high-intensity tutoring.

High-dosage tutoring, sometimes called “high-impact” or “high-intensity” tutoring, is one of the few school-based interventions with demonstrated significant positive effects on math and reading achievement. Yet high-dosage tutoring is a very specific form of tutoring that must meet specific criteria: One-on-one or small-group sessions with no more than four students per tutor Use of high-quality materials that align with classroom content Three tutoring sessions per week—at minimum—each lasting at least 30 minutes Sessions held during school hours Students meeting with the same tutor each session Professionally trained tutors who receive ongoing support and coaching

Small, regular interactions with a reading tutor — about 5 to 7 minutes — are making a big impact on young students’ reading skills, new Stanford University research shows. First graders in Florida’s Broward County schools who participated in the program, called Chapter One, saw more substantial gains in reading fluency than those who didn’t receive the support, according to the study. They were also 9 percentage points less likely to be considered at risk on a district literacy test.

High-dosage tutoring programs have expanded significantly, with nearly 40 percent of schools now using individual and small-group tutoring with trained teachers or tutors four or five days a week. This approach has been shown to boost student learning, but it can also be expensive. A new study by the National Student Support Accelerator at Stanford University suggests virtual tutoring could be a less-costly option, if it remains as intensive and rigorous as in-person tutoring.

Thankfully, states and districts aren’t sitting on their hands in the face of learning loss. Supported by billions of dollars of federal funds, many have invested heavily in tutoring programs that promise to help struggling children overcome the challenges imposed by past school closures and virtual instruction. The question is whether those efforts work for enough students to justify their cost — and according to data generated by the National Student Support Accelerator, a Stanford initiative devoted to studying the effects of tutoring, there is reason for hope.

Transformative change in education often begins with a powerful story. Increasingly, high-impact tutoring is that story, where students find both significant academic success and personal confidence in their abilities. Rhyne Richards—a 6th-grade student in Washington, DC.—met several times each week with a tutor, Ms. Burns, to overcome math challenges. Rhyne’s journey speaks volumes. “I get distracted a lot [in class],” Rhyne admitted. “But when I’m with Ms. Burns, I learn a lot; a lot more than I knew last year.” It’s a testament to the remarkable impact of intensive, one-on-one tutoring. “I’m proud of myself,” Rhyne continued. “Before, I didn’t really know math like I do now. But now I can do it myself. I want to be the smartest person in the world.” Rhyne’s regained confidence in math and optimism for the future epitomize the profound evidence for and influence of intensive, relationship-based, individualized instruction—it is a narrative we must tirelessly work to replicate and scale.

This research report presents the results from the second year of a randomized controlled trial of an early elementary reading tutoring program that has been designed to be affordable at scale. During the 2021-22 school year, over eight hundred kindergarten students in a large Southeastern school district were randomly assigned to receive supplementary tutoring with the Chapter One program. The program continued during the 2022-23 school year, while the children attended first grade. The program embeds part-time tutors into the classroom to provide short bursts of instruction to individual students each week over the course of the school year. The consistent presence of the tutors allows them to build strong relationships with students and meet students’ individual needs at the moment they might most benefit from personalized instruction. The program focuses more time on students with the lowest literacy skills.

Stanford’s National Student Support Accelerator suggests various tutor trainings along with online pre-service trainings such as Saga Coach. The training level of tutors also impacts tutor payment with some models proposing payments of $20 per hour for non-professionals and payments of up to $50 per hour for teachers and professional tutors.

In a significant study involving 1,000 K-2 students in Texas, OnYourMark Education, in partnership with The National Student Support Accelerator (NSSA) and Uplift Education, presents compelling evidence of the positive impact of virtual high-impact reading tutoring on early literacy. During the 2022-2023 school year, students engaged in one-on-one virtual reading tutoring sessions, resulting in substantial academic gains.

Schools across America continue struggling to help their students catch up following unprecedented learning losses resulting from pandemic school closures beginning in March 2020. It is vital—both to address current needs and to stash away for future use—to determine which methods work to boost student achievement. To that end, a group of researchers, led by Stanford University’s Susanna Loeb, recently examined a high-dosage tutoring effort called OnYourMark, a fully virtual model designed to solidify foundational literacy skills for students in kindergarten through second grade.

Intensive, high-dose tutoring can boost early reading skills, even in a virtual format, according to a new experimental study. Researchers from the National Student Support Accelerator at Stanford University tracked the reading progress of about 2,000 K-2 students in a dozen Texas charter schools. Half of the students were randomly assigned to attend class normally, while half received intensive remote tutoring for part of the school day, in small groups, through the nonprofit group OnYourMark, which serves K-2 students in seven states.

As schools, districts, and states work to address the student needs following the pandemic, many turned to high-impact tutoring, a research-based approach to providing individualized instruction to students. In fact, thirty-seven percent of public schools reported providing “high-dosage” tutoring on a federal school pulse panel survey in December 2022. In addition, many states have implemented or are exploring policies to increase access to high-impact tutoring. This brief explores the tutoring policy landscape at the state level as of November 2023.

In a hopeful sign for early literacy gains, K-2 students who received individual virtual tutoring during the 2022-23 school year showed higher reading test scores than their peers by the end of the year, according to a study released Wednesday by a tutoring research program at Stanford University. The study, which analyzed 2,085 students across 12 Texas charter schools, found students using 1:1 or 2:1 virtual tutoring services performed 1.57 percentile points higher. While the study found positive signs that the online tutoring model boosted reading comprehension for younger students, researchers acknowledged the outcomes from virtual tutoring are “more modest” than from similar in-person tutoring programs.

While the virtual program was still less effective than in-person tutoring, the model could be a breakthrough for schools in rural areas and those that have struggled to recruit tutors, Loeb said. Districts’ pandemic recovery efforts have sometimes fallen short because they can’t find trained educators or volunteers to do the job. And research by Loeb and others has found that only a fraction of students who need extra help take advantage of on-demand virtual tutoring programs.

Many districts sought to provide students with high-impact tutoring in response to pandemic-induced learning needs. Some started earlier than others, and we aimed to learn from the experiences of the early adopters to help inform a smoother implementation among those beginning the process later. During the 2021-22 school year, we partnered with school districts, tutoring providers, and quarterback organizations that support implementation across districts to learn from their efforts in implementing tutoring.

Developing and staffing the kind of tutoring that research has shown is most effective—often referred to as high quality, or high-impact tutoring—is complex, time-consuming, and expensive. Tutors meet with students at least three times a week, in small groups or one-on-one. Work should be targeted to a specific subject and aligned to high-quality curriculum, and should develop strong tutor-tutee relationships. “High-impact tutoring is not homework help. They’re not sporadically dropping in,” said Carly Robinson, a senior researcher at Stanford University’s Graduate School of Education who works with the National Student Support Accelerator, a group promoting research-based tutoring programs.

“The truth is that there are a lot of scabbed knees and bruises in this work,” Borders, who oversees the state’s tutoring effort, said at a conference held last week at Stanford University about the future of tutoring. “Not going to sugar coat this, guys. It’s hard work.” Early in the pandemic, experts identified high-dosage tutoring — the kind that’s offered multiple times per week, in small groups, with a consistent tutor — as a potentially successful strategy for helping students plug learning gaps. But more than two years into a national push to expand the reach of tutoring, many schools are still struggling with basics, like how to staff and schedule their programs.
